Proposed Legislation to Criminalize All Forms of Slavery and Human Trafficking in Hong Kong

In November 2017, the Draft Modern Slavery Bill 2017, drafted by our Patricia Ho, Counsel Azan Marwah, and LegCo Member Dennis Kwok, was submitted to the Chief Executive Carrie Lam for consideration. Supporting the draft was a petition co-signed by prominent figures in our community, along with legislators and the Hong Kong Anti-Trafficking Concern Group. The Draft was discussed by the Panel on Security of the Legislative Council on 5 June 2018.

Recently, in March 2019, the Modern Slavery Bill’s final version, as certified by Law Draftsmen, entitled Crimes (Amendment) (Modern Slavery) Bill 2019, was finalized. LegCo Member Dennis Kwok has submitted the Bill to the LegCo President for his approval to table the Bill.
